FAWG Proposal Available for Review

[OB Everyone]

Occupy Boston's Financial Accountability Working Group (FAWG) has
drafted a proposal for long term management and stability of OB
finances.  We'll begin discussing this proposal during the Nov 4th
General Assembly (the discussion will likely span several GAs).
